“I made a traffic stop on an elderly lady the other day
for speeding on MN State Highway 210 at
Mile Marker 197 just East of McGregor, MN.
I asked for her driver’s license, registration, and proof of insurance.
The lady took out the required information and handed it to me.
In with the cards I was somewhat surprised (due to her advanced age)
to see she had a Conceal Carry Permit. I looked at her and ask if
she had a weapon in her possession at this time
She responded that she indeed had a .45 automatic in her glove box.
Something—body language, or the way she said it—made me want
to ask if she had any other firearms. She did admit to also having
a 9mm Glock in her center console. Now I had to ask one more
time if that was all. She responded once again that she did have
just one more, a .38 special in her purse. I then asked her what
was she so afraid of.
She looked me right in the eye and said, “Not a #@1&*% thing!”"

With the Iowa caucuses just a few days behind us, and with New Hampshire, South Carolina and Nevada choosing their Republican candidates soon, I wanted to write to you and give you a quick update on the NAGR Presidential Survey program.
As you know, NAGR has mailed every candidate for President an official NAGR Gun Rights Survey.
Ron Paul is the only remaining Republican candidate who has returned his survey 100% in favor of gun rights.
Over the last few weeks and months, I’ve asked you to call the campaigns of Mitt Romney, Rick Santorum, Newt Gingrich and Rick Perry to demand that each candidate return their gun rights survey 100% in favor of the Second Amendment.
Believe me, your calls worked. Repesentatives from each of those campaigns called NAGR offices, demanded we instruct our members and supporters to stop calling and to send them a survey.
Newt Gingrich and Rick Perry were hurt severely in Iowa because they stonewalled gun owners by refusing to return their surveys, and I think the longer that Rick Santorum and Mitt Romney ignore gun owners, the more it will hurt them as well.
Each candidate has the NAGR Presidential Survey in hand. However, we didn’t stop the calls, and we won’t. Each of the remaining candidates needs to know that gun owners have a powerful voice and we will assume that silence is a sign that they are hiding an anti-gun position.
I have serious concerns about Romney, Santorum, Gingrich and Perry. It’s their records that worry me.
Let me take a minute or two right now to remind you about the positions of the four Presidential candidates who have so far refused to return their National Association for Gun Rights Presidential Survey.
Mitt Romney:
So far Mitt Romney has refused to respond to his NAGR gun rights survey, perhaps because when Mitt Romney was Governor of ultra-liberal Massachusetts he signed a bill to ban an entire class of firearms.
Would he do the same thing — or even worse — as President of the United States? His record indicates that he would.
Mitt Romney supports the Brady Registration Act, mandatory 5-day waiting periods, mandatory firearms ID cards, the Federal Feinstein Gun Ban (so-called “assault weapons ban”) and he signed the Massachusetts Semi-Auto Ban in 2004.
He even went as far as to say that he supported Massachusetts’ tough anti-gun laws: “We do have tough gun laws in Massachusetts; I support them… I won’t chip away at them; I believe they protect us and provide for our safety.”
And to throw fuel on top of Mitt Romney’s anti-gun fire, he received the endorsement of John McCain this week, who himself has recorded promotional commercials for anti-gun groups hell-bent on restricting our Second Amendment rights.
Rick Santorum:
If you’ve watched any of the Presidential debates, you’ve noticed that Rick Santorum claims time and again to be a “fighter” who has “led on conservative issues.”
Rick Santorum’s record on the Second Amendment, however, tells a different story.
In the 90s, he voted to support the Lautenberg Gun Ban, which stripped law-abiding gun owners of their Second Amendment rights for life, simply because they spanked their children or did nothing more than grab a spouses wrist.
He voted for a bill in 1999 disguised as an attempt to increase penalties on drug traffickers with guns… but it also included a provision to require federal background checks at gun shows.
In 2000, Santorum voted to force pawn shops to require a background check on anyone coming into the store to sell a firearm.
And then he voted with gun-controlling Democrats Dianne Fienstein and Frank Lautenberg to mandate locks on handguns in 2005.
But worst of all, Rick Santorum has a storied history of bailing out anti-gun Republicans facing reelection.
Rick Santorum came to anti-gun Arlen Specter’s defense in 2004 when he was down in the polls against pro-gun Republican Pat Toomey. Specter won and continued to push for gun control during his years in the Senate.
He also supported and openly campaigned for anti-gun New Jersey governor, Christine Todd Whitman.
It certainly appears that Rick Santorum has no regrets about his past anti-gun record. Worse, it appears he’d be happy to continue along this path as President.
Newt Gingrich:
For those who have followed Newt Gingrich’s career, the revelation that he talks out of both sides of his mouth won’t be a surprise.
Despite claiming to be pro-gun, Newt Gingrich’s reign as Speaker was downright hostile to our Second Amendment rights.
Newt supports the Brady National Gun Registry, a national biometric thumbprint database for gun purchasers, the Lautenberg Gun Ban and the “Criminal Safezones Act.”
Newt doesn’t think the Brady Instant Gun Registry goes far enough — he wants thumbprints:
“I think we prefer to go to instant check on an immediate basis and try to accelerate implementing instant checks so that you could literally check by thumbprint… Instant check is a much better system than the Brady process.” — June 27, 1997
Gingrich may claim to be pro-gun . . .
But his record indicates otherwise, and his refusal to answer his NAGR survey should give any Second Amendment supporter cause for concern.
Rick Perry:
Texas Governor Rick Perry has received an earful from NAGR members over the past several months for refusing to return his Candidate Survey.
His strategy seems to be to tell gun owners “trust me” while keeping completely silent on what he would do about our gun rights if elected President.
Over the years, gun owners have learned that this is a failed strategy.
George H.W. Bush ran as a pro-gun candidate for President in 1988, but when elected, things changed.
First, he signed an Executive Order banning the importation of so-called “assault weapons.”
Not only that, but it was under President Bush that “Operation Triggerlock,” which dramatically increased funding and power for the BATFE, was implemented.
Of course, as Governor of Texas, Rick Perry did make some minor improvements in state law for gun owners.
It is, however, one thing to act pro-gun as Governor of a state like Texas and quite another to be a pro-gun President of the United States.
Please keep up the pressure on these four Presidential candidates who continue to stonewall gun owners.

St. Paul, Minn. — The renowned Fort Snelling Memorial Rifle Squad is in danger of losing its signature three-volley salute fired from U.S. Army-issued Springfield rifles.
The Army wants the rifles back, so it can replace them with a more modern weapon. But the Fort Snelling squad is hoping to stick to its guns.
The salute tradition dates back to before the Civil War, and has been a regular feature of funerals at Fort Snelling National Cemetery since 1979.
“We have not missed one single ceremony,” said Howard Tellin, of Cottage Grove, the armorer and bugler for the squad. He estimates that amounts to almost 60,000 ceremonies, “without missing one, regardless of weather.”
But Tellin and dozens of other veterans that shoulder the rifles at Fort Snelling fear the tradition is heading for a change. The U.S. Army has decided to upgrade the squad’s 1903 Springfield bolt-action rifles — a model that predates World War I.
“When it filtered down to us that somebody had read a manual someplace and decided that he was going to issue, per law, M-1 Garands, and take [the Springfields], well, we started screaming, because we don’t want M-1 Garands out here,” Tellin said.
The semi-automatic M-1 Garand is the successor to the Springfield. It became the standard rifle during World War II, based on improvements that put quick loading and quick firing into the hands of every foot soldier. The old Springfields, by contrast, had to be loaded and fired one shell at a time.
Vietnam-era machine gunner John Sobaski, of Inver Grove Heights, said the mechanism is part of the weapon’s allure.
“I like the action that it makes, the sound that it makes,” he said. “It sounds a little more traditional.”
Bob Nelson, of Apple Valley, said the Springfield’s shots themselves have a distinct ring, as well.
“They sound the best. M-1′s, they have a mellower sound. And we think it’s really a nice tribute to our veterans that we are having the honors for that they go out in style and class,” Nelson said. “Also, the rifles that they are trying to give to us, they don’t hold up as good.”
There’s one other drawback, too. Literally.
“The M1 thumb,” he said. “And you can believe there’s going to be a bunch of it, too, if we ever had to get stuck with those.”
It goes like this: To load an M-1, you have to pull back and latch the spring-loaded bolt that strikes the bullet. When you push a clip of shells into the rifle, it releases the bolt to slam a shell into the gun’s breech — and maybe break your thumb along the way if you’re not quick.
“If you don’t watch it, you’re going to have the prettiest black-and-blue thumb you’ve ever seen. It hurts for about a week,” Tellin said.
Tellin and the other riflemen are still hoping for a reprieve for their squad, appealing to 2nd District Republican Congressman John Kline, a former Marine who serves on the House Armed Services Committee.
Kline sent a letter to Army Secretary John McHugh, asking the service to reconsider.
“The Army sent back a response to my letter and said they’re going to look into it,” Kline said. “We’re going stay on top of it, and I hold out some slight optimism that we’ll be able to prevail in this.”
And just in case, he’s readying an Act of Congress to keep those old rifles firing at Fort Snelling.

| This week, the House Judiciary considered amendments to H.R. 822, the National Right-to-Carry Reciprocity Bill, and defeated all anti-gun amendments offered in an effort to weaken or gut the legislation.The legislation is an important pro-gun reform that will provide for the recognition of carry permits in all states that issue permits. (For detailed information on the legislation, click here.)The bill, as originally written, was successfully amended at the outset of the markup with a substitute that added a number of important protections. Foremost, it amended the language so that visitors to states that have laws requiring licenses just for possession of a handgun, do not need a possession license, which is often unavailable to nonresidents.The substitute also made clear that in states with local jurisdictions that restrict carrying or possession, visitors will not need to apply for special permits from those jurisdictions.Opponents of the bill proposed a number of anti-gun amendments that sought to use misdemeanor convictions to disqualify people from the benefits of the bill. All of these efforts were defeated, rejecting the anti-gun efforts to weaken the bill. Clearly, the majority of committee members believe that revocation of fundamental constitutional rights is not a legitimate punishment for misdemeanor violations.One pro-gun amendment was defeated as well. Rep. Louis Gohmert (R-Texas), a steadfast supporter of the Second Amendment, brought an amendment that would have allowed permit holders to carry firearms in the District of Columbia. As written, H. R. 822 does not apply reciprocity to jurisdictions that completely ban Right-to-Carry. While the amendment was well intentioned, as Rep. Ted Poe (R-Texas) pointed out, the bill “does not confer any expansion of the right to bear arms on the residents of the District of Columbia,” and the Gohmert amendment would only have benefited visitors. It was the feeling of the majority, including nearly all those who support the bill, that H. R. 822 is not the proper vehicle for dealing with the serious problems presented by Washington, D.C.’s harshly restrictive gun laws. As Chairman Lamar Smith (R-Texas) said, “this is a debate best saved for another day and another bill.” NRA has fought for many years to restore the Second Amendment rights of D.C. residents and will continue to work toward that goal by fighting for passage of H.R. 645, the Second Amendment Enforcement Act.An amendment was also added calling on the Government Accountability Office to conduct a study of the impact of this legislation. Unsurprisingly, opponents of the bill voted against the amendment, probably fearing that it will show, like previous government and academic studies, that the many objections they make to lawful Right-to-Carry are without basis. The study will have no impact on the reforms included in the legislation and will have no effect on concealed carry laws. This study will not delay the implementation of the bill, because it will not take place until after the legislation has taken effect.The committee will take up the legislation and vote on final passage when Congress returns from its recess. This legislation will be an important advance in the protection of the fundamental right to self-defense, whether at home or travelling through most of America.Full House consideration of the legislation is expected to happen in the next few weeks. There’s been a lot of misguided, unfounded, and just plain incorrect information circulating on the Internet lately regarding H.R. 822 — the “National Right-to-Carry Reciprocity Act of 2011.” Most of the false characterizations typically come from the anti-gun groups and media. But more and more, a small cadre of self-described “pro-gun” groups continually sound false alarms and “stir the pot” in an effort to be noticed. (And to raise money, of course.) These repeat offenders peddle mischaracterizations as the gospel, and dilute the good work being done to protect the Second Amendment by legitimate groups.Some of the misinformation borders on ridiculous. One group circulated an email this week (Thursday, October 20) warning readers that, “H.R. 822 could be taken up for a vote as early as tomorrow morning.” What the author failed to realize is that “tomorrow morning,” (Friday, October 21) was a day the U.S. House was not even in session! Not very confidence-inspiring.The same group claimed H.R. 822 would include anti-gun amendments that would, in turn, create “disastrous federally mandated infringements on our rights.”But, as we reportedlast week, the House Judiciary has already considered amendments to H.R. 822, and all anti-gun amendments offered that would weaken or gut the legislation were defeated.The group even decries a “review” process that they claim will provide “a perfect opportunity for more changes.” In reality, this review has nothing to do with adding anti-gun amendments. The amendment only requires a study of the law’s effects, which would take place afterthe law takes effect.For the record:H.R. 822 is a GOOD bill and is GOOD for gun owners.H.R. 822 ENHANCESAmericans’ right to self-defense by enabling millions of permit holders to exercise their right to self-defense while traveling outside their home states.There is currently only one remaining state (Illinois) that has no clear legal way for individuals to carry concealed firearms for self-defense outside the home. H.R. 822 would require states to recognize each others’ lawfully issued carry permits, just as they recognize driver’s licenses and carry permits held by armored car guards. H.R. 822 DOES NOT:
- Create a federal licensing or registration system;
- Establish a minimum federal standard for the carry permit;
- Involve the federal bureaucracy in setting standards for carry permit;
- Destroy permitless carry systems such as those in Arizona, Alaska, Vermont and Wyoming.
Again, H.R. 822 is a good bill for gun owners. Don’t listen to false claims. Read the bill yourself and READ OUR FACT SHEET to get the facts.

The Second Amendment
is Coming Under Fire!
Vote could occur as early as Wednesday
Earlier this month, we alerted you to the fact that Congress will have an opportunity to defund some of the anti-gun programs that the Obama Administration has foisted upon the American people.
Well, we are sorry to report that the congressional leadership is not yet listening to you. The House will soon be taking up H.J.Res. 79, which bundles all 12 appropriation bills to fund the federal government for the next month and a half.
According to GOA’s sources on Capitol Hill, this bill contains:
- NO DEFUNDING of ObamaCare;
- NO DEFUNDING of Operation Fast & Furious which was used to demonize American gun owners, while helping send arms to Mexican drug cartels;
- NO DEFUNDING of requirements that will register American gun owners in the Southwest — regulations that were instituted by the Obama Administration as a way of deflecting attention from their involvement in Fast & Furious;
- NO DEFUNDING of the shotgun and rifle import bans; and,
- NO DEFUNDING of the Administration’s ability to engage in negotiations on an anti-gun small arms treaty.
ACTION: We need to redouble our efforts. Please use the pre-written letter to contact your congressman, and urge your friends and family to do the same. Time is of the essence!
Tell your Representative to stake out a position early and publicly that they will oppose any continuing resolution which does not defund ObamaCare, Fast & Furious, the illegal long gun multiple sales regs, the illegal shotgun and rifle bans, and the UN negotiations to produce a treaty which will register American gun owners.

| Today, 31 U.S. House members — all Democrats — wrote to President Barack Obama, urging him to end Administration stonewalling on the Bureau of Alcohol, Tobacco, Firearms and Explosives’ “Project Gunrunner,” and the “Fast and Furious” program under which border state dealers were encouraged to sell thousands of guns to suspicious buyers.In the letter, spearheaded by Rep. Jason Altmire, D-Pa., the lawmakers called the investigative tactics “extremely troubling” and found the Justice Department’s failure to provide information to congressional investigators “equally troubling.” Saying that Americans deserve “prompt and complete answers,” the letter concluded with a call for the administration to help “get to the bottom of this serious allegation of federal law enforcement misconduct.” |

UPDATE – URGENT – MINNESOTA LEGISLATION NEEDS YOUR SUPPORT
It’s time for the House and Senate to vote for our rights!
The The Defense of Dwelling and Person Act of 2011 has passed through the House and Senate committees and is ready to be voted on in both chambers.
The session is almost over; these bills need to come to the House and Senate floors for a vote NOW and your Senators and Representatives need to know how you want them to vote!

Defense of Dwelling and Person Act of 2011 Summary
HF1467/SF1357, the Defense of Dwelling and Person Act of 2011, brings “Stand Your Ground” protections to Minnesota, restores the presumption that a person using self defense is innocent until proven guilty, enhancesCastle Doctrine, prevents the state from seizing guns during an emergency (remember Hurricane Katrina?), improves carry reciprocity with other states and requires the government to do its job to serve law-abiding citizens

Here’s some more detail:
Adds Stand Your Ground
SF1357 brings “Stand Your Ground” protections to Minnesota, removing the requirement that an intended victim of violent crime must retreat from a place where he has a right to be before using deadly force in self defense.
Enhances Castle Doctrine
The bill also strengthens Minnesota’s “Castle Doctrine,” clarifying when and under what circumstances individuals can legally use deadly force to protect themselves in their homes and vehicles. It expands “dwelling” from the narrow version found in MN Case Law to mean your whole property. You shouldn’t face a second victimization by the legal system after being forced to defend yourself on your porch, or cornered in your garage or yard.
In addition, it creates a presumption that, when faced with an apparent home invasion, carjacking or kidnapping attempt, a person may use deadly force in self defense.
Prevents Gun Seizures During a State of Emergency
Taking a lesson from the problems in New Orleans after Hurricane Katrina, the bill also bans government agencies from seizing guns or ammo, revoking permits to purchase or carry, closing gun shops, or otherwise suspending our constitutional rights during a civil emergency. It also prohibits law enforcement officers from seizing a person’s gun, unless the person is arrested, or the gun is evidence of a crime.
Adds a Robust Appeals process to Purchase Permits
The bill also borrows a page from the Permit to Carry law, providing a more robust appeal process for denied purchase permits, and requiring that police chiefs and sheriffs whose purchase permit denials are overturned must pay the applicants’ legal costs.
Adds Universal Carry Permit Acceptance
Of particular interest to carry permit holders, the final article of the bill updates our carry permit reciprocity standards, allowing people holding carry permits from any other state to carry in Minnesota (under Minnesota law, of course). This should result in a large increase in the number of states where Minnesota permit holders can carry, since many states allow other states’ permit holders to carry on a reciprocal basis.

| Two important pro-gun bills need your immediate attention. As we reported last week, House File 1467 passed in the House Public Safety and Crime Prevention Policy and Finance Committee by a 10 to 7 vote. HB 1467, which is sponsored by state Representative Tony Cornish (R-24B), is now before the House Judiciary Committee and will be voted on during its hearing at 8:15 a.m. this Wednesday, May 4. The Senate companion bill sponsored by state Senator Gretchen Hoffman (R-10), Senate File 1357 Senate File 1357, is expected to be considered by the Senate Judiciary and Public Safety Committee as early as this Thursday, May 5.Anti-gun forces have already been inundating legislators with “gun-grabbing” rhetoric against these important bills. Accordingly, it is critical that you continue to make your voices heard now. HF 1467 and SF 1357 contain four important firearm policy improvements:
Stand Your Ground:
HF 1467 and SF 1357 would remove a person’s “duty to retreat” from an attacker, allowing law-abiding citizens to stand their ground and protect themselves or their family anywhere they are lawfully present. It would create a presumption that an individual who forcefully or stealthily enters or attempts to enter your home or vehicle is there to cause substantial or great bodily injury or death, so the occupant may use force, including deadly force, against that individual. It would also expressly allow an individual to use force, including deadly force, to prevent a forcible felony, and it provides protections against criminal prosecution and civil lawsuits when justifiable force is used.
Universal Recognition:
Currently, Minnesotans’ carry permits are only valid in 15 states. Unfortunately, Minnesota’s Department of Public Safety has not sought out any additional reciprocity agreements. By adding the proposed language, Minnesota will recognize every state that offers a carry permit and drastically improve Minnesotans’ abilities to carry in other states. The proposed language would also require Minnesota’s Department of Public Safety to enter in to reciprocity agreements.
Emergency Powers Reform:
The proposed language would prohibit any government agency from confiscating or regulating the lawful possession, carrying, transfer, transportation and defensive use of firearms or ammunition during a state of emergency, such as occurred in the wake of Hurricane Katrina in New Orleans, Louisiana.
Permit-to-Purchase Reform:
HF 1467 and SF 1357 would increase the statewide validity of the permit from 1-year to 5-years. Additionally, it would provide an improved process for Minnesotan’s to appeal denials.

| On Tuesday, Jan. 18, Rep. Carolyn McCarthy (D-N.Y.) introduced H.R. 308, the “Large Capacity Ammunition Feeding Device Act.” The bill would ban the manufacture and importation of new magazines that can hold more than 10 rounds of ammunition. Unlike the magazine ban that was in effect from 1994 to 2004, her new bill would also make it illegal for the tens of millions of Americans who already own these magazines to sell or otherwise transfer them, even through inheritance.In a letter to her colleagues, Rep. McCarthy claimed, “The only reason for the existence of these devices is to be able to shoot as many people as quickly as possible.” Yet her bill would allow the continued acquisition and possession of these magazines by law enforcement officers, who carry firearms to defend themselves and the public. It would even allow these magazines to be transferred to law enforcement officers upon retirement, even though a retired officer’s right to use firearms for self-defense is the same as any other private citizen’s right. |

Swiss Voters reject anti-gun initiative
Voters have thrown out a controversial initiative on restricting access to firearms in a nationwide ballot on Sunday.

Final results showed just over 56 per cent of votes had been cast against the initiative which sought to ban army-issue guns from the home.
A majority of cantons voted against the initiative. Support came from several, mainly urban regions including Geneva, Basel and Zurich. Opposition was strongest in rural areas in eastern and central Switzerland as well as in the southern Italian-speaking canton of Ticino. The result is a blow for supporters – a broad coalition of NGOs, trade unions, churches, pacifists and centre-left parties. But Alliance F, a leading women’s organisation behind the vote, said progress had been made and the campaign had sensitised society to the gun control issue.
The “no” committee and Swiss army officers society welcomed the failure of the initiative, saying the people would not allow themselves to be disarmed. It was a clear vote for the army and protection, they said.
